This ensures that these packages are correctly handled by the isar-apt
download logic in rootfs_install_pkgs_isar_download.

Note, this depends on "fix(rootfs): correctly handle handle special package
names in isar-apt"

Maybe it's make sense to add several symbols ('+' and '~') in version to 
check also the percentage decoding ?
